Fun game but rigged

I have played this game hundreds of times. Its fun, but it never gives me 3 of something for my "top half" score if I need it on my last role to get the bonus. Often it doesnt give me any of the dice I need. I have been consciously tracking this, and it has never happened. This seems statistically impossible.
